About solution concentration units

Mass concentration is the mass of dissolved substance per volume of solution. Its SI unit is the kilogram per cubic meter (kg/m³), which equals one gram per liter. Water testing uses mg/L and µg/L, blood tests use mg/dL and g/dL, and pharmacy uses % w/v (grams per 100 mL).

One mg/dL is exactly 10 mg/L, and 1 % w/v is exactly 10 g/L. In dilute water solutions, 1 mg/L is close to 1 ppm and 1 µg/L close to 1 ppb, because a liter of water has a mass of about 1 kg. For other liquids or strong solutions they differ.

Nearly, for dilute solutions in water. ppm is a ratio of masses, while mg/L is mass per volume; they match only when one liter of the solution has a mass of about 1 kg.
How do I convert mg/dL to mg/L?
Multiply by 10. A deciliter is one tenth of a liter, so 100 mg/dL is 1000 mg/L, or 1 g/L.
What does 0.9 % w/v mean?
0.9 grams of solute in every 100 mL of solution, which is 9 g/L. Normal saline is 0.9 % w/v sodium chloride.
